Registered Apprenticeship offers a structured, competency-based approach to training workers. Offering apprenticeships can also help recruit and retain workers, and meet long-term workforce needs. This presentation will offer an overview of Registered Apprenticeship, and the value-add for both employers and workers. Presenters will walk through the steps to build a new apprenticeship program, and discuss state and local resources available to assist. There will be opportunity to ask questions, and share case studies of manufacturing apprenticeships from other parts of the state.
Presenters: Elena Foshay and Betsy Hill, City of Duluth Workforce Development
As Director of the City of Duluth’s Workforce Development Department, Elena Foshay leads development and implementation of workforce strategy, employer services, and programs for jobseekers. Her roots are in youth development and social work, with close to 20 years of experience designing and implementing workforce development programs. She holds a Master’s in Social Work and a Master’s in Community Economic Development, both from the University of California – Berkeley.
Betsy Hill has served as part of the Duluth Workforce Development team for over 15 years, currently as the Lead Staff for Career Pathway programs. She is passionate about understanding the workforce needs of local employers and managing employment and training initiatives to ensure the development of the skills and experience required for both current and future workforce demands. Betsy has held leadership roles in the Northland Human Resource Association and the Northland Career Development Professionals Association. She holds a Bachelor's degree in Communications from the University of Wisconsin-Superior.
